to find that the brass was WCC, the bullet was .750 inches in length, and the powder was exactly 26.5 grains.
Now, what kind of powder could it have been?
It looked finer than Win 748, and so I am wondering what it was.
Any thoughts on the powder?

H335 is slower right? According to my Speer book 13th edition, Win 748 is faster than H335 when both are used with CCI 450 primers...
what gives?

My experience has been that W748 is a tad slower than H335.
Max for H335 is 25.3 where max for W748 is 26.2, according to the latest Hodgdon data which lists both propellants.
H335 will yield about 57 fps faster in a 16 inch barrel and only 22 fps faster in 20 inch barrel at those max listed loads according to my experience.
As always, work your loads up carefully in your guns.

Just remember factories use non canister grades of powder which vary lot to lot more so then canister grade powder does. You can simply can not substitute one powder for another. There is one way to duplicate that load characteristics: chrono the 3131 and then work up a load using H335/TAC/748 to replicated the performance and perhaps enhance the accuracy of your load! No free lunches with reloading, it requires leg work and range time!
