Something along those lines....would you have to pay both stamps? For a SBR and a suppressor?

Yes, unless the suppressor is permanently attached with a weld or similar, then you only pay one stamp for the suppressor.
ETA: I think I read this wrong. The uppers transfer as a suppressor in and of itself. If, when installed on a lower, forming a rifle, the barrel length drops below 16", you them have a SBR, (unless it's on a MG) which must be registered and have tax paid.
