Would this be a good starter kit for maybe a 5gal bucket at a time?

I think that would work, you may be able to find a better price. Especially here right after thanksgiving, may be able to find something on sale right now locally.

Check your local Wal-Mart, Home Depot, Menards, Target, Farm and Home Stores, etc. type places. They begin dumping them now and over the next month. Do a search for propane burners. Bayou Classic and King Cookers are 2 sources. Unless you are actually going to use a burner to cook with forget the frying kits. The pans and assessories won't be needed. Its much cheaper to pick up a cheap cast iron pot at Wal-Mart instead of buying the kit. I've seen the kits cheaper than $40 before.
Make sure the frame looks sturdy enough for holding a pot of lead.

Get yourself one of these, & then hit up walmart or your favorite discount store for a cheap cast iron pot. I know that burner looks a little pricey but it's built well. It will handle all the lead (weight) you want to throw on top of it & the burner will make quick work of getting things up to temp. I bought one from that site for ThanksGiving. Worked smartly for a turkey fry!

Very interesting. So I could load up a dutch oven and not worry about the weight?
Well, I'm about 180 lbs. I can stand on, & jump up & down on mine & worry more about breaking my leg then the ones on the burner. The stand is made of 5/16" steel bar welded together. So, it's however much weight 8 vertical pieces of 5/16" round steel bar will hold without buckling.
On high, the burner will go through propane faster then an addict on a binge though. It uses a 30psi regulator instead of the normal 10 - 20 psi regs.
