So, I'm not allowed to have any kind of fire making apparatus. While I could sneak something, is there any kind of electirc device I could bbq with?

That's a tough one because BBQ and electric don't usually go together. My wife has the electric H2O smoker, and it works OK. Tough to keep it hot enough. It's WAY better than nothing. Cheap too.

Some people I know of will boil meat to loosen it up then once it's good and soggy they'll bake it with a dry rub or slather the slop on it.
There's alot of BBQ prepared this way.

Not really. They do make electric smokers for home use. But they don't usually get hot enough to do a good job. Temps top out around 225º which is barely where you want it to be. If you have to add an extension cord you lose amperage (?) which reduces efficiency and heat. Wind, rain, or cool temperatures just makes things worse.
Is there an area nearby you could take a smoker too. Park, picnic area, etc.? If you live in an apt. complex you might be able to get permission to cook there.
Otherwise your best option may be to stick to ribs and chickens for bbq and take the family to the park for the day.
I've never used one but you might consider a stove top smoker. You can flavor the meat with smoke and transfer to the oven to finish cooking. This is blasphemy though. Sort of like substituting a BB gun for a real one.

They do make electric charcoal starters, but I prefer the chimneys.

I've been known to put a pork roast in the crock pot covered in BBQ marinade and some dry rub and let it cook all day long.
Not exactly BBQ, but tastes almost as good on a sandwich covered with BBQ Sauce.

Your breaking my heart now. Its not even close to BBQ. But I'm a snob when it comes to BBQ.

Whilst in the college I had this round electric grill for steaks and such. Can't find it online now - basically looked like a round corningware with an element inside it and a grill on top. Did ok - let the fat drip down, burn off and give it a semi-grill'd taste...

You might wanna check out a gas rig if ya can get away wit dat.
I hate usin gas myself, but in your situation it might be a option. Flame is totally contained (on most of em anyway) an ya can still use a smoke pak if ya have to.
Electrics are a good idea, just lack horsepower.
I got a buddy dat use one, but he modded a Brinkmann electric to hold two heat elements, one above da other. It a get hot enough, but like PM says, keepin dat heat is another story.
Maybe you oughta do some take out an talk wit some dat run pits for a while an do some readin until ya can move to where ya able ta smoke for real.
Electric a hard way ta go.
Kinda like wantin ta surf in da bathtub, you might be able ta make some waves, but you ain't nowhere near Diamond Head

Hell - he made a cold smoker out of a cardboard box, oven rack, electric burner and a pie plate. Man's a genius with food.

How about the smoker made out of three old gym lockers and a bunch of dryer vent tubing? I always wanted to try the clay pot method but might go for a Smokey Mountain instead.
